Hmm... the Danish CIRT is releasing this tool unencumbered to the entire
world *except* their own constituency, who have to jump through hoops to
get it?

I'm confoozled - can somebody explain what quirk(s) of Danish law produced
this situation?

Well, I'm confused, too. And I am expected to know.
