Arrested for what? You already stated that there is no law requiring the presentation of ID at an airport, only a law making it illegal to hijack a plane.

Disobeying a rule designed to prevent an illegal act does not make you guilty of said illegal act.

For example, some states have mandatory waiting periods before buying a handgun in order to prevent someone from getting pissed off, buying a gun, and shooting someone. If you attempt to bypass the waiting period, you may be guilty of breaking a law, but not of attempted murder.
