I've known a number of security professionals who loved what they did but lacked the intelligence and therefore understanding to do anything with it. In addition, I feel a true 'hacker' and/or 'security expert' also seeks to find better ways of dealing with the problems they're facing and not necessarily rely on the canned resources available.
