Your suspicion may be wrong. A source pointed out that he can't get promoted from that position, unless he becomes a very big boss. Is he?
Also why have you cut the stuff about the chinese saying from your quote?

i suspect it was a promotion.  i interviewed with charney's group in
october.  at that time, charney was also interviewing for the position
culp is now in.  great group of people (including jesper johannsen and
david leblanc), with an impressive amount of visibility and authority within
microsoft.  culp's new position would not have been given to someone
who was fired from another part of the organization.

in my not so humble opinion, of course...
