Why do folks only talk about network based IDS?

Like most articles, the gartner paper assumes that there be 
one big and mighty
device that provides security for a whole network. This is rubbish.

Intrusion detection needs to be looked at as a process and not as a
product. IDSes are systems that support the process. The products
support the process.
