PDM install error on PIX 501

I am trying to install PDM 3.0(4) on a PIX running 6.3(5) and everytime
I try and install the PDM file I receive an error.

copying tftp://x.x.x.x/pdm-304.bin to flash:pdm
Erasing current PDM file
Writing new PDM file

Not a PDM file
Erasing partial PDM file
PDM file not installed.

The MD5 checksum from Cisco's website is identical from the file that I
downloaded.  I have tried erasing the configuration file and even being
on the same VLAN and receive the same error message.

Any ideas would be appreciated.
