how to contact most firewall vendors?

The IETF is contemplating approving a document (draft-ietf-tsvwg-tcp-nonce-04.txt) that will use another bit in the TCP header. Last time this happened -- also for ECN, it turns out -- some firewalls blocked the packets because they used bits in the TCP header that were formerly unused. We'd like to avoid that problem this time. What's the best channel for me to use to communicate the likely change?
