Nortel Contivity firewall reboot issue

Hi, we noticed that the stateful inspection firewall that comes with Nortel Contivity, does not seem to be properly activated during startup. For example, we configured a firewall rule to filter out connections to the built-in web server on the administrative interface. But during a reboot of the system, it was still quite possible to connect to this web server... This is true for a period of approximately 30 seconds during which the interface and web server is up but the firewall engine is not. What's almost even more annoying is that the connection isn't being dropped even after the firewall engine started. It means that just as long as someone make the login during the initial period, then they are allowed to stay connected as long as they like. Can this be avoided by any trivial configuration setting that we just overlooked? We are using version 4.75.100.
