Symantec's SEF (?), aka Raptor, is based on number of protected IP addresses. Technically they include even things that do not send any traffic through the firewall, like a print server. As a practical matter, the firewall records all internal IP addresses that it handles traffic for until it hits the license limit. IP addresses expire after a week or so. If you are using DHCP, you better make sure your lease time is longer than a week, or that your DHCP address space isn't bigger than your license limit.
