Is there a Linux feature, or a software, or anyone that knows the Linux
Kernel and can give us some tips on how to develop that kind of filter?

You can either go to linux-2.4 (which at the moment is a development
version, so maybe it is not fit for a firewall) and netfilter
http://netfilter.kernelnotes.org/, which is able to filter on MAC
address.
Another option is linux_brfw, a patch to ipchains on 2.2.x
