If I remember correctly, that is the Cheyenne / ArcServe discovery service used
by CA/TNG ArcServe backup software.  In essence ArcServe is "scanning" the net
for other hosts with ArcServe-Agents (backup client software) installed to be
backuped via network.  The only cure for this was to uninstall ALL of the backup
server software - CA experts were not able to stop the scans completely, they
only could decrease the ammount by shutting down (disable) the discovery
service.
