This has been a major problem in several FW1 installations I deal with,
CP issues licenses without features that are needed for basic firewall
functionality, then it is painful to get new license keys.

Where speed is needed I have been recommended Cisco PIX, or if real security
and Sparc hardware is the goal, NAI's Gauntlet.
