Hi everyone!

Issue solved. Two parts to it:
- The ISP did indeed have port filtering enabled. Due to a misunderstanding on 
their part, they had an access-list that read
 access-list 141 permit tcp any <my_range my_mask> eq 20
rather than
 access-list 141 permit tcp any eq 20 <my_range my_mask> gt 1023

- Also, the passive part not working was my fault (I was using "quote PASV" 
instead of "passive". Dumb, I know...)
