Programming Firewalls

Firewall friends,
 I'm new to the firewall world and was wondering would anyone have 
any ideas on where I might be able to obtain some sample code to 
program a proxy server and ultimately a firewall on Windows NT for 
my final project.  I've got the source code for the FWTK but it's not 
all that easy to port over Windows.  Any help would be greatly 
appreciated because I've ran into all dead ends so far.  Thanks for 
your time.
