Net Partitioner is not a firewall, but it does "dump rules into the routers". Actually, it is a network access policy manager with a GUI in which the user draws the security policy, which is translated into a generic, high-level text language, from which the ACLs are automatically compiled and optimized, for a variety of routers and firewalls (Cisco, 3Com, StorageTek, Ericsson, Nortel, Bull, etc.) The ACLs are then uploaded to the routers/firewalls using (most of the time) telnet and tftp.
