Squid proxy: $0 

Everything from this list (that is far from being complete)
will give you better functionality, flexibility and security than MS Proxy.
And.. i think that ease of MS Proxy installation being compared with 
(at least) some of this products is just a myth. If you're not computer
expert you can try RedHat Linux which has all gui-based crap to do.
Another (better) solution: pay that $1K to someone who will do setup 
for you.
