Hi.

We actually use SharePoint sites and surveys for our student union and senate voting. We use SharePoint audience 
targeting and group security to control access.

The positives are that we host and manage it internally, and have complete control. As well, there are no extra costs 
for software licenses, but IT staff time is required.

The downside is that it requires a fair amount of support from the IT department.
