There are also Information Sharing and Analysis Centers (ISACs) that you
can join for little or no money that cover Higher Ed.  We belong to
Multi-State (MS-ISAC) since we are part of a state system, and there is
also the Research and Education Network (REN-ISAC).  They do a great job of
helping out in incident situations and making their constituents aware of
new threats.

+1,  this question came up here as well a few days ago when I was
presenting a review of, and our takeaways from last fall's NTTX event.



We have a "Five Colleges" consortium, and it's my understanding that
there's a high level understanding (ie. no formal MoU) that, at the
presidential level, every effort will be made to assist a peer institution
in need as resources permit.  Arguably, this type of open-ended agreement
allows for dynamic flexibility depending on the crisis at hand.
