GLBA - Monitoring Financial Aid Desktops

Does anyone have a playbook or documented approach for monitoring Financial Aid users desktops/workstations.  Do you 
take a different approach due to the nature of the content/access? Are you running SIEM agents or DLP agents locally?  
If so please share.  We have recently been in contact with the DOE and they have expectations that may not be fully 
documented.
