This sent me on a bit of a goose chase as we have children’s summer camps on our campus as well. This is by no means the definitive answer, but from what I’ve gathered thus far, CIPA does not apply to higher education. I’m basing that off of part of a FAQ from here: http://www.edlinc.org/get_facts.html#What types of institutions may apply for the discount However, clouding the above answer is the eligibility definitions laid out here: http://www.usac.org/sl/applicants/beforeyoubegin/definitions.aspx Since CIPA compliance is tied to whether you receive e-rate discounts or not, I’m going out on a limb and saying it is not a necessity in higher-ed. The only place I could see where we’d have to be in compliance is through our library. And in the e-rate discount eligibility link it specifically states qualifying libraries are “not an integral part of an institution of higher education.” And I believe the opposite is true in our case; our libraries ARE integral to our institution. Regardless, it would still be interesting to hear who is doing what, if anything. I haven’t reached out to anyone yet, so I’m not certain if we are doing anything. I do remember hearing this discussion around these parts at some point, years and years ago.
