FERPA and Institutional Need to Know

At Drake University we are currently evaluating our policy on FERPA and our definition of "Institutional need to know" 
around faculty and advisor access to student data.  We are interested in hearing from schools with multiple schools and 
colleges who don't have restrictions on data access between schools/colleges e.g. a professor or advisor in the law 
school can look at the transcripts of students in the college of arts and sciences.  How do you define institutional 
need to know?  What business requirements drive having this definition?  Any feedback you can provide would be of great 
assistance.  Thanks!
