Wayne State's policy is at

It covers only security cameras 'utilized for the purpose of ensuring the safety of persons and property on campus, 
including such equipment when used for the deterrence and the investigation and potential prosecution of criminal 
behavior. ' 

Expect that it will take nearly a year to go through the process. YMMV on the conversion of hair color in the gray 
direction.
