Subject: [SECURITY] Fwd: NYTimes.com: White House Wants Tougher Penalties for Computer Breaches

Interesting new developments ...

Notice still, it would appear, a confusion between "security" (i.e. technical measures) and "privacy"
(which are practices surrounding information) that get munged together in the thinking on this subject.

Perhaps higher education, in doing what it does best: education, could help coach up on this point?

If you are interested in more thought and discussion on this subject, think of visiting us at ICPL this year where our
keynote and follow-up sessions are on privacy: icpl.cornell.edu<http://icpl.cornell.edu>

The administration said it had elected not to seek authority for stringent, top-down regulations that would require
companies to erect specific barriers to computer intrusions.
