Todd,
Our Portable Media Standard is at http://security.rit.edu/portablemedia.html. (The recommended portable media section 
needs to be updated.)

The draft standard contained a section on marking USB media, etc. with contact information, but it did not survive the 
final revisions. 

Our Public Safety office retains lost and found USBs in a box. They don't check them and I'm not sure how long they 
retain them.

We have several locations (Public Safety, help desk, etc) where occasionally a thumb drive is dropped off which was 
found on campus.  

Do you erase them outright?  Do you check them (for a resume.doc type identifying file)?  What are the liabilities?  
How does your organization handle lost&found thumb drive devices?  Policy?
