We have a clause in our privacy policy that says that it takes a VP to authorize an investigation of an individual. In early drafts, we had structured it that any automated control, applied across a constituency group (dept, college, or the university) was just that, an automated control intended to maintain the quality of the network. But as we discussed it, we felt that the positive aspect of protection of individuals from investigation was more appropriate.
