I don't know of an official policy, but addresses have been removed in
the past, and there is a cleared addresses file as well. You could
always join the project and just make the desired changes yourself.

However given that everyone seems to implement it slightly differently
(it's just informational, not intended to be used in any specific way),
and it seems many of the import scripts are one way syncs, it'd probably
be best to explain the removal on the discussion list
(http://groups.google.com/group/anti-phishing-email-reply-discuss) to
facilitate individual systems owners actually noticing and maybe taking
action.
