The Student Affairs people here at UIC are interested in creating a
system for emergency alerts (notifying students of some campus
emergency), and requiring students to update that information before
they can register. We already have an SMS emergency message system
available, but have no requirement for its use, and of course it
won't reach people who don't have text messaging available. Have
others heard desire for this? What have you done about it?

Several universities in this area have implemented such systems
post-Virginia Tech.

What Morrow said! Ours is not mandated, but obviously encouraged. It
is outsourced and uses a variety of channels:

   * text messages
   * voice calls to office phones
   * voice calls to cell phones
   * voice calls to home phones
   * e-mail

Each subscriber can have at least one each of the above. See:
http://www.uni.edu/resources/alert/  and
http://www.uni.edu/resources/alert/faq.shtml

We've also used this once for real: http://weblogs.uni.edu/alert/
