When I joined the NY chapter, it was IT oriented, however in the last year or so, the orientation has shifted to 
LE/Disaster/terrorism .. I would recommend
joining, but you may find that some of the meetings can be skipped.

Your mileage may vary.

At the last meeting they did point out a couple of interesting stats.  Over 200 investigations have been started from 
information from the chapter members
nationwide and over 300 pieces of information were shared to help other investigations.

Infragard is an FBI program, best explained on their web site:

One of the missions is community outreach and education. The FBI/Infragard folks are also presenters at least once a 
year at our Puget Sound ISSA chapter
meetings.

Very much law enforcement oriented.
