Terminal Services Security - Authorized Applications?

Greetings! In troubleshooting an overloaded terminal server, I noticed someone running Skype.exe on the system. The server is most certainly configured to prevent users from installing stuff that requires directory/registry access, but obviously there are lots of things out there that can run without installation. I don't think the Skype user was hurting anything, but they sure shattered my delusion that our terminal services users only had access to the executables we installed for them. Has anyone dealt with this in an elegant/cost-effective manner? Web searches reveal a number of commercial products, but I would hate to throw money at the problem only to find out later that all I needed was to change a few settings and/or install an open source utility...
