I would take a look at www.anixis.com <http://www.anixis.com/> . Low cost, easy to implement with AD as well as upgrade, light footprint, can be applied to OU's or security groups (i.e. more than one password policy per domain!). Most of our central applications and library resources authenticate off of it either directly or via LDAP. We are now researching password self-reset functionality. My question for the group is if anyone else is using Active Directory for authentication and what (if anything) you've done for a user self-reset utility/application of passwords.
