When I said "easy" I guess I meant lacking in political baggage or a
need for some massive educational effort. Couldn't you put up some sort
of gate or cage door that would still provide air flow?

We have a perennial discussion with our facilities unit over whether the
electricians should have keys to our data closets, and then it expands to the
janitors, etc. How much a risk this represents depends on which manager you
talk to... And that example /should/ be one of the easier ones!
