ID Management

Hi Everyone:
I am interested in knowing who in your organization owns the technical
aspects of Identity Management. Does ownership of the entire process
reside inside of your Information Security or Risk Management department
or do these departments create the policy, standards and guidelines for
the rest of the University to follow?  
If the latter is how it works does this mean that the Identity
management process is a shared process across the community or is there
a single central IT group that owns and manages the ID Management
process?
