Are you looking for a system to simply document your changes, or are you
looking for an audit piece too?  I concur RT is a nice solution for the
former, but the latter would require something like Tripwire.  Tripwire has
products and professional services to assist with developing and
implementing a complete change management process using ITIL guidelines.

I really want something for change tracking.  We are implementing
projects where people from multiple departments are co-managing and it
is causing some issues.   Could this product be used to track changes to
the firewall or ips system?

We use RT for IT/security incident tracking.  It works pretty well.  (We

not use the RTIR incident response version).
