I've been installing SpywareBlaster (http://www.javacoolsoftware.com/spywareblaster.html) on many of our machines, and it seems to have helped a lot. Instead of redirecting the sites to localhost, SpywareBlaster adds them to the Restricted Sites security group in Internet Explorer. This prevents active-x components from being installed from these sites, but still allows the user to access content from the sites.
