We offer Mozilla as an alternative in our general access computer labs
and I have my team (we develop and support the OS and software in the
labs) looking hard at Firefox - I have started using Firefox and I love
it (especially the tabbed browsing feature).  Because so many pages have
been written to work on nothing but IE, I don't think that we would find
it easy to remove it from the labs or administrative workstations -
yet.
