I don't think its required:

"Google respects and protects the privacy of the individuals who use the
Google Toolbar. Information in a URL, such as user names and IDs,
passwords, and account information of any kind are not passed on to
Google and are not kept or stored anywhere
Google may collect information about web pages that you are viewing when
the advanced functionality is enabled. However, this advanced
functionality is optional, and can be easily disabled and re-enabled at
any time (by selecting "Privacy Information..." in the Toolbar's
"Google" menu.)
Google only collects the normal type of information that is already
available to the websites you visit. This means, Google cannot collect,
for example, your name, email address, telephone number, etc.
Google will not sell or provide personally identifiable information to
any third parties.
Google will notify you if it changes these policies and will give you
the opportunity to discontinue using the Google Toolbar"

Even if you do enable it, all they're going to do with it is improve
google's results ability.  Not like they're tracking Bush's viewing
habits so they can expose him the night before the election.  Plus who
cares if they are watching what pages I browse... Just not a concern to
me.  If you're browsing something so sensitive and personal you probably
ought to be doing that at home.

While the Google solution is effective it's worth noting that Google
requires you agree to allow Google to track the sites you visit in order
to use their product. Privacy concern? Yeah, I think so! Much like the
G-mail product they are offering.
