Oh.  That's why I wouldn't have known that.  I'm in Indiana, where we
can't get the State legislature to understand how having our own time
zone is a real problem, and even if they were convinces of that, they
wouldn't then be able to agree whether we should be in the Central or
Eastern time zones.

    I think the day is simply the standard Daylight Savings
Time end day. That was "chosen" some time ago (probably
the USNO or something would have more information). It is
sort of like the campaign to change batteries in your
smoke detectors. It's a day when people have to change
their clocks so...
