1)It's a great idea

2)First, schools need to recognize the need for increased computer
security. Then, they have to actually educate students in the aspects of
computer security. Finally, they have to be willing to hire sufficient
personnel to fill this need.

3)The major obstacle is getting smaller institutions to recognize the
need. Large institutions probably already plan for this. For instance, UC
Berkeley Security handles cases pretty much at any time of the day. Other
challenges are finding the talent and the funds to pay for it.

4)The law enforcement system will need to undergo some changes if it wants
to be able to keep up with the pace of computer security issues.
