Sen. Edwards of NC adopted the language in an amendment he added to
the Cybersecurity Education funding bill (sponsored by Rep Bohlert in
the House and Sen. Wyden in the Senate).   It has effectively stopped
the bill dead in its tracks because of opposition from industry and
academia (no single standard will work for every environment,
something that proponents of this kind of thing don't seem to
understand).

It is unfortunate, because we could use that funding support at a
number of universities across the country.
