Garza had been a benefits clerk with the Service Employees International Union - United Healthcare Workers in Oakland. ... In 2007, according to Scully’s office, Garza unlawfully accessed electronic files containing names, addresses and personal information for more than 29,000 Kaiser Permanente employees. She then ran background checks and credit reports on the employees to find their accounts.
