North Carolina, Ohio and Wyoming data breach laws

Hi All

First off, apologies for posting in this way as I'm aware that it's perhaps out of the scope of the dataloss-discuss 
list.

I'm a researcher at the Queensland University of Technology's Faculty of Law in Brisbane, Australia. I'm working on an 
Australian Research Council (ARC) grant regarding the development of a legal framework for the notification of data 
breaches in Australia (http://www.ljrc.law.qut.edu.au/research/projects/adb/). I'm currently finalising a piece of 
research on encryption exemptions in data breach notification laws but I need some information regarding the 
legislative development of three state-based notification laws: North Carolina, Ohio and Wyoming. Alas, the information 
I'm after does not appear to have been published online so I'm hoping someone has got specific knowledge about the 
development of these laws or they could point me towards someone who has. All three laws changed their encryption 
exemptions during the committee stages of development and I'm trying to ascertain why (committee reports and 
transcripts are not available on the state legislature websites). I would be very grateful for any assistance or advice 
that anyone could offer and by all means please do not hesitate to contact me if you have any questions.
