I recommend "The Database Hacker's Handbook"[1] for writing your own 
database tools. It contains a ton of useful code for interacting with 
MSSQL, Oracle, DB2, Informix, and the OSS DBs. The somewhat recent 
description of the Oracle password hash format[2] is all you need to 
effectively audit Oracle without 1Gb of support libraries (or god forbid, 
JDBC :-).
