I think that the most European governments (especially those in
countries which aren't supposed to be exposed nature's whims) have
begun to focus on critical infrastructure protection, instead of
planning how to get people out.  I distantly recall a bit of training
in the 80s, but these mainly consisted of checks that the sirens where
functioning.  (There were different signals, one that orders you to
stay inside, one instructed you to switch on the radio, and so on.)
Even back then, some people in more exposed areas objected to the
focus of disaster preparedness plans ("The flood arrives more often
than the Russians.")
