Well, Doug Maughn is the fellow who at DARPA funded the good open source crypto work that Ben Laurie and others did (also Theo, but he was a prick about it in the end.) Doug's ex-NSA and also was one of the co-authors of the IPSEC IKE protocol document. I figure handing out cash to open source crypto is some sort of poetic justice for someone who helped give us IKE ;-) He's >very< high clue. I'm not involved in that one, but I have had encounters with DARPA-funded cyber defense activities.
