list mail meta-question

In a recent bugtraq message, I noticed these peculiar headers:
X-Warning: Original message contained 8-bit characters, however during the SMTP transport session the receiving system was unable to announce capability of receiving 8-bit SMTP (RFC 1425-1428), and as this message does not have MIME headers (RFC 1341) to enable encoding change, we had very little choices. X-Warning: We ASSUME it is less harmfull to add the MIME headers, and convert the text to Quoted-Printable, than not to do so, and to strip the message to 7-bits.. (RFC 1428 Appendix A)
Could anyone help me identify which system performed this mangling? I'd like to correspond with the postmaster responsible for it to point out a choice that appears to have gotten overlooked by whoever designed the mangling software. The Received: headers on the copy I got, in case they help anyone:

(Up to here I am inclined to not suspect the machines, because I've never seen such mangling on any other bugtraq mail...though perhaps just none of it arrived on netspace.org with 8-bit characters in it.)
