just use the software.  quitcherbitchin.  that license is as close to
giving it away as dec's research labs can get away with.  in practice,
you can just treat this as the usual sort of usenet-style software.

portability changes are not "noteworthy".  guaranteed.  i've got it in
writing (remember, the BNR2-style "port" was done by me, long after i
left DEC, and it does not violate the license.)
