The best way is to get a software like websense cause they come with rules which knw which to block and not to block..... If u want to restrict users from bandwidth utilisation packet sniffing and blocking websites, p2ps is too tedious also every other day numerous annonimisers pop up. There are number of things you can do as suggested by many ppl in the chain.
