Perhaps a shift in public opinion, but I fear it is naive to assume
that rendering full disclosure illegal will truly stem the release of
vulnerabilities in less legitimate forums.

Remember that we live in the age of wikileaks and APTs. Working
exploits are big money.

It seems there is a shift in public opinion on the Full disclosure debate and people are starting to eye up new laws 
to stop some of the stuff that is being disclosed.
