NetBIOS and DNS

DNS resolves domain names to I.P addresses and NetBIOS resolves NetBIOS names to 1.P addresses, the how is it possible that DNS is an application layer protocol and NetBIOS is a session layer API? Also, is NetBIOS a protocol too? The article at Technet ( http://technet.microsoft.com/en-us/library/bb727013.aspx ) says that NetBIOS is a protocol too. And what is NetBIOS over TCP/IP (NetBT)? I know it's a protocol but in which layer of OSI?
