Your customer is having slow response times from both the DNS server and MySQL, just so I have it straight. Is this happening all the time? You mentioned your customer has other hosting with you, is this issue across their whole account with you or just 1 isolated site? Have they tried using the servers IP address in the MySQL config they are using as opposed to a DNS name? If that fix resolved their issue, then you can pretty much narrow it down to your DNS server or config. If that presents no change then looking deeper into MySQL may be the route you have to take.
